Development of International Property and Construction Measurement Standards (IPMS)

Long goal: To provide the consistency required to develop useful building energy performance metrics within and between markets, and throughout the entire lifecycle of assets. Thus for the first time, embodied energy, carbon and in-use energy and carbon emissions can be reliably measured and analysed, based on common standards.

Progress: IPMS for Office Buildings is now available in 12 languages. IPMS for Residential buildings was launched in September 2016. It is currently available in English only. RICS has already developed “RICS Property Measurement” on the basis of IMPS. This document reflects the first IPMS standard (IPMS: Office Buildings). Elements of this document are mandatory for RICS members and will be subject to regulation by RICS. Other elements are professional best practice and practitioners are strongly advised to follow them.

Summary

RICS is working with industry bodies and governments to devise common international standards for measuring the size of all property types (IPMS) and all aspects of construction costs (ICMS). The International Property Measurement Standards Coalition (IPMSC) is a group of 70 professional and not-for-profit organisations from around the world, working together to develop and implement international standards for measuring property.
